Abstract:

The issue of the establishment in Ukraine of a system of public communications of the authorities with representatives of civil society was researched. The scientific approaches of scientists to defining the concepts of "communication", "state communication", "public relations" ("public relations") in modern interpretation were treated. The legislative and organizational principles of information and communication activity of the Ukrainian authorities under the conditions of transformational changes were considered. It was revealed that in Ukraine the institutionalization of the system of state communications of the authorities was evolved. It was established that in the conditions of modernization of public administration, which processes are rapidly spreading in Ukraine today, there is an increasing necessity to establish effective public communications of the authorities with civil society actors on the basis of modern information technologies. A number of problems are identified in the field of public communications, which hinder Ukraine's further progress on its democratic development.
