Government-to-Private Organizations Relationship: Evaluating the Quality of Information on Saudi ministries’ Websites

Abstract:

The government is a provider of information to private organizations in relation to government procurements and constructions. The provision of government information, as part of the Government-to- Private organizations relationship in e Government implementation, is necessary for enhancing the level of government transparency. In Saudi Arabia, Saudi ministries are the main government information provider to private organizations. However, there are barriers for private organizations to access to government information due to some geographical factor. As part of the efforts Saudi Arabia undertook to enhance government-to-private organizations relationship, the government started e-Government initiatives as a mean for communicating with Saudi and non Saudi companies. The governments have started to embrace the World Wide Web (WWW) and mobiles for delivering government information to them. The purpose of this paper is to assess the quality web-based information availability on Saudi ministries website. This paper begins by exploring the assessment framework used to assess web-based information content on Saudi ministries websites. It then it will compare between the current situation with previous assessment study conducted on 2003 and 2005 on web-based information content on Saudi ministries websites. It then assesses ministries’ websites in beginning of 2007 by using the same framework used on previous study. It concludes by discussing the progress in regards government information provision on Saudi ministries websites.
