History of human resource management in Soviet state: theoretical and legal research of the deprivation of voting rights of certain categories of the population in the 1920s

Abstract:

In the article, based on the analysis of legislative acts, an attempt was made to consider certain aspects of such a political-legal phenomenon as the Soviet electoral system. It covers the theoretical issues of organizing and conducting the first election campaigns to the Soviets, electoral mechanisms and technologies of forming the Soviet vertical of power, the problems of depriving certain categories of the population of electoral rights in the 1920s. The research allowed the authors to come to the conclusion that the granting of civil rights was directly dependent on the modification of the domestic economic course. So, there was a significant expansion of the Soviet electorate in the mid-1920s due to the adoption of a number of economic decrees, legitimizing hired labour, private trade and rent of land.
