Abstract:
E-Riset was selected as the Top 40 Public Service Innovation by the Ministry of Administrative Reform and Bureaucratic Reform Indonesia in 2017. E-Riset is an e-government practice to support technology implementation. This application aims to make the database in each of NIHRD Work Units scattered in Indonesia integrated and monitored. This study uses qualitative-descriptive methods through in-depth interviews. The results of this study show that implementation of E-Riset requires HR planning review because the division of labor is not running according to agreement. The change management approach in implementation is needed so that the role of HR consist of top management, IT staff, and researchers capable to develop effective communication, understand job descriptions, and high commitment.
