Abstract:
The purpose of the article is to study the role of human capital in the development of the electronic services system in Ukraine in order to increase the level of information and communication technologies and implementation of e-governance tasks in Ukraine. There are following methods used in the article: dialectical method - understanding the role of capital in the transition from post-industrial society to information society; scientific abstraction - defining the nature of the interdependence between the human capital and process of the provision of electronic services; systemic analysis - establishing a structural link between executive authorities and enterprises, institutions and organizations operating in human capital sectors; statistical methods (grouping, comparison) - used in the comparative analysis of ranking indicators of innovation activities in Ukraine in terms of human capital compared to the top ten foreign countries in the Global Innovation Index in 2019. Analysis of Ukraine’s innovation activities showed that the main problems of the human capital development in Ukraine are related to lax regulatory policies, low level of scientific development and lack of knowledge of the majority of public authorities’ staff due to the poor awareness on how to use information and communication technologies. Solving these problems is to level up civil servants’ ability to use electronic systems in the structural units regulating the human capital sectors, during the interaction with sectoral public and private institutions in order to control the provision of electronic services. It will provide an opportunity to increase the number of new jobs created, labour productivity and significantly improve living standards of the population.
