Impact of Occupational Health and Safety Management System on the Performance of Occupational Health and Safety in a Selected Construction Company – A Case Study

Abstract:

The world has increasingly been establishing standards for industrial safety and health to improve level of occupational safety and health in the organizations. One of the most effective way to achieve this goal is to implement in the organizations occupational health and safety management system (OH&SMS) based on the international standards. The purpose of this paper is to analyze the influence of OH&SMS on a safety status on the example of the construction company. The construction sector was chosen because in this area the greatest number of fatal accidents is recorded in Poland. The research was carried on and based on the safety data obtained from the company and three surveys. The questionnaires were created to analyze the differences of OH&S levels in the company during three periods of the company operation from 2005 to 2018. First period was connected with traditional safety management based mainly on safety regulations and activity of OH&S service (2005-2007). The company during that time had not had any formal OH&SMS in place yet. The second period concerned the implementation of OH&SMS specification (2008-2009). The last period was associated with the implementation and certification of OH&SMS according to OHSAS 18001: 2007 standard (2010-2018). Now the company has been preparing for ISO 45001 to migrate from previous standard (2019-2020). The results of the analyses were referred on charts and tables to qualify a specific safety level expressed in safety indicators. Based on the surveys carried out, the authors identified the factors which have a decisive influence on the level of OH&S in the company.
