Imperatives of Global Governance in the Field of Military Security: The European Context and Ukraine

Abstract:

Problems of functioning and development of global governance institutions in the field of military security are considered against the background of modern changes in the military-political situation in the world. A review of the methodology for studying the problems of global governance in the field of military security allowed us to draw a conclusion about the ambiguity and variability of positions in the assessment of military-political processes in Europe and the world.It is argued that the flow of the military doctrinal process in the research area reflects the main trends of the management development in the field of security. The essence and peculiarities of innovative approaches in the development of global security management are revealed. Priorities for innovation management in the field of military security have been identified. The assumption is made that there is an interdependence between the ability of global security management to assist regional and national sectoral structures in implementing security policy and the ability of global security policy to determine, for example, the government's intentions regarding the structure of the national security complex and the alertness of states in overcoming existing global problems and contradictions in the field of security. It is proved that the expansion of the problematic field of military security occurs by involving in its orbit the widest possible range of social groups, as well as expanding the set of issues that can be publicly presented through the prism of security and accepted not only by society and experts, but also by a wider range of military professionals and politicians. It is noted that the priority task at the current stage of development of Ukraine is to create an effective system of state military security, which is in the process of formation. The main efforts are aimed at ensuring the continuity of monitoring and analysis of military threats with the use of the latest information and communication technologies.
