Implementation of a Collaborative Governance Model in Mass Rapid Transit Development in Jakarta

Abstract:

This study analyzes collaborative governance as exhibited in the development of rapid mass transit (MRT) in the Jakarta Special Capital Region (SCR). Governance theory, collaborative theory, and collaborative governance theory are used to assess this. A post-positivist approach is employed to identify and assess what affects collaborative governance in MRT development in Jakarta SCR. The primary data include the results of in-depth interviews, and the secondary data was obtained from media and other documents. We found that collaborative governance in the MRT development in Jakarta SCR fulfills the criteria for the proper functioning of the four dimensions of the collaborative governance model proposed by Ansell and Gash. These include congestion and inequality of resources and capability as an initial condition that affects the relationship of collaborative governance; institutional design as set forth in Governor's Decision No. 1655/2014, which provides a legal basis for collaborative governance relations; the existence of formal and informal leaders affecting relationships in collaborative governance; and collaboration among the central government, the local government, PT MRT Jakarta (the company administering the Jakarta MRT project), and the Japanese government, working through the Japan International Cooperation Agency.
