Abstract:

The analysis of the world practice shows that clusters policy is considered to be a tool of innovation development at the regional level and clusters are increasingly incorporated into regional economic development efforts. Cluster development programmes have been implemented by most developed countries and in most cases they have been integrated into innovation policy instruments. Cluster policy aims to stimulate innovation by removing organizational and information barriers that hinder the transfer of knowledge and technologies and their use in the economy.
