Abstract:

This research analyzes various approaches to budgeting, reflects their strengths and weaknesses and offers the action program for improvement of a budgeting system for the purpose of essential competitive advantages preservation in hi-tech sectors of Russian Federation economy. It is indisputable that a key for scientific and technological development in Russian Federation is a manufacturing enterprise which offers the products on the market and whose economic state has an impact on consumers and the state. High-quality budgeting has to become one of the economic growth drivers in the sphere of innovative actions in Russian economy.
