Incentivising Accessibility Evaluation And Its Role In Understanding Process Of Overcoming Barriers

Abstract:

Despite the universally recognized dogma of accessibility and recognition for universal design, on the one hand, there is still a problem of maladjustment of environment for the needs of people with disabilities. This situations happens even in the cases of newly constructed facilities, the small effects of the changes improving accessibility. As a result of the introduced changes should be understood the use of technical facilities by evenly represented groups of people with disabilities. These imperfections of the idea of accessibility and universal design cause a kind of feedback, because the often-occurring lack of clear effects of introduced technical changes in the field of accessibility demotivates their unconditional implementation. The article compares the accessibility requirements, and based on the analysis of the methodology of conducting accessibility audits, the idea of a barrier overcoming model in terms of Incentivizing accessibility is presented. The methodology of audits has been described, which starts with method of assessing accessibility, which consists in identifying barriers by checklists, and then in accordance with the triangulation principle covering environmental check-up with use of representatives of individual user groups. Identified accessibility of limitations (in case of inability to eliminate them) are evaluated in terms of the difficulties that make users and assessed the level of motivation needed to overcome them.
