Abstract:
As part of the public sector modernisation plan, governments seek to offer their citizens a seamless service delivery. Due to the poor performance of Electronic Government (e-Gov) approach, Government Enterprise Architecture (GEA) initiative is introduced to fulfil the initial e-Gov purpose. GEA serve as an umbrella for explaining the relationships among the projects and managing change in government. Yet the focus of most GEA initiative is mainly towards the technical aspects such as framework, data modelling and technology architecture. Inadequate attention is given to the GEA activities during the establishment process. Therefore the paper aims to determine what are the factors influences the GEA establishment process. The preliminary study identifies six main themes with 23 factors gathered from existing literature and interviews with respondents from Malaysian Public Sector agencies that have implemented GEA.
