Influence of Human Capital Characteristics on Transformation of Management and Control in the Management of Social and Economic Systems

Abstract:

The purpose of the study is to identify the factors that determine significant changes in contemporary conditions. The authors believe that characteristics of the human capital are one of the basic groups of factors initiating adaptation and transformation of management of social and economic systems. Effective management in ‘raplex’ (rapid and complex) business environment needs management of changes, respectively, knowledge of the root causes (factors) causing changes. Transformation of management in a cyclic mode is conditioned by laws and principles of social sciences, and adaptation to environmental factors, keeping required level of stability, is a condition for competitiveness in the raplex business environment. In the modern world, where contribution of tangible assets to creation and preservation of competitive advantage is always declining, the ability of human capital to initiate, hold, perceive and use any changes is a strategic resource that decisively determines this competitive advantage. Today, the competitive advantage is in favor of those who perceive changes faster than others, makes conclusions bye results of their implementation and promptly turns conclusions into actions. The analysis of open sources shows that the tendencies of public and economics development determine development of human capital characteristics, as prevailing direction of increasing effectiveness of social and economic processes.
