Abstract:

The relevance of the study of state management of higher education is justified by the universal, public nature of social relations in the field of higher education. From the point of view of the state, the system of higher education is seen as a priority object of public administration, which most closely links the interests of the population and the economy of the state as a whole. Higher education goes hand in hand with scientific progress, because it is at this level that the human potential of science is formed, bold ideas and original approaches to problem solving are produced. By means of general scientific and special methods of research the authors assess the reform of public administration of the educational system in general and the system of higher education in particular, they sum up the results of the reform, make predictions. The study can be useful for the further study of public administration of science and higher education in Russia, for making comparative legal researches, evaluating of retrospective and potentials of Russian higher education.
