Abstract:

The sustainable development strategy “Ukraine 2020” indicates that one of its primary reforms is decentralization and management reform, aimed at reforming public administration and establishing a transparent system of public administration, in order to ensure its effectiveness. The implementation of the reform should result in the creation of an effective, transparent, open and flexible structure of public administration by means of the latest information and communication technologies (e-governance) able to produce and implement a coherent state policy aimed at social sustainable development and adequate external challenges [1]. This approach requires, first of all, providing of adequate information on the economic situation of the regions of Ukraine and tendencies of their further development. It should be noted that, according to many scientists, the concept of development is connected with quality improvement, quality jump, forward movement [Buskin Y.Y. [3], Maksymchuk M.V. [6], Umanets T.V. [7], Libanova E.М. [8], Gryga V.U., Ryzhkova U.О. [9], Makarenko M.V. [10]]. Basing on these features of the concept of "development" to understand the concept of "efficiency of public administration", it is advisable to understand the effectiveness of public administration, i.e. the effectiveness of state power, reflected in such economic results that create real opportunities for social system in the state, namely, create the basis for improving social standards in society at levels not lower than European, increasing economic potential of the regions, that facilitates creation of a strong foundation for economic development of Ukraine.
