Innovative Aspects of Managing the Development of Territories in the Russian Federation: Conceptual Approaches and Practice

Abstract:

For the last time, problems of the spatial development of territories are of the great interest of researchers and management practitioners. Over the past half century, a great amount of practical and theoretical developments have been accumulated in this field. At the same time, the issue of solving a variety of problems related to the development of territories is still acute in modern society. Ensuring sustainable economic growth in the Russian Federation is impossible without the effective development of its territories, the use of features of the geographical location, natural resource, innovation and socio-economic potential. The formation of an innovation management system for the development of territories in the Russian Federation should be carried out starting from regional innovation management systems, taking into account the level of development, innovation and investment potential, and resource endowments of a particular region. At present, the regions independently form areas of socio-economic activity and participate in the competitive struggle for attracting capital. This requires the creation of conditions conducive to the provision and implementation of innovative technologies, the achievement of high living standards for the population. In order to improve management relating to the development of territories and achieve high rates of economic growth in a region, it is necessary to maximize the full range of opportunities that determine the trend of socio-economic progress. In this regard, the study of innovative aspects of territorial development management is especially relevant. The paper discusses conceptual approaches to the innovative development of territories in the Russian Federation and focuses on a new innovative model of territorial development. Particular attention is paid to the analysis of the innovative activity of the regions in the country indicating a high level of their differentiation since they develop at different speeds, accent and in different directions. There are innovative regions that demonstrate a fast pace and a high innovation development index, and there are regions that, on the contrary, lose their positions in the innovation development index, according to the rankings compiled by various expert agencies. In order to study the causes of existing trends in the innovation development of territories, the factors of regional investment attractiveness were analyzed. The traditional and modern methods of regional development management are presented. The study substantiates the choice of an effective model for managing the development of territories characterized by the presence in the regional management structure of relevant departments and professional competencies of public servants.
