The purpose of the article is to study the influence of human resources on the country’s sustainable development in the integrated system of economic, social and environmental development of both a separate industry / area, and the country as a whole. There are following methods used in the article: scientific abstraction – determining the role of human resources in the country’s sustainable development; system analysis – establishing a structural link between the innovative management, human resources and country’s sustainable development; modeling – formulation of a model of innovative human resource management system and its interaction between the country’s sustainable development. Considering the fact that the country’s sustainable development should be achieved at the expense of the appropriate strategic plan, namely the Country’s Sustainable Development Strategy, it should rely on human resources. After all, it is the level of professionalism that determines the ability of public authorities to achieve strategic goals according to the appropriate Strategy for the benefit of society. Under such conditions, human resource management in public authorities both at the central and local levels should be based on the use of innovative management methods and tools. In its turn, they combine the Country’s Sustainable Development Strategy as an improved system of normative provisions regulating public administration, and also economic and social relations in labor teams.
