Abstract:
The focus of the research is to develop recommendations for policymakers by introduction and promotion of such supportive trade mechanism, as export-credit agency (ECA), in order to stimulate SME development in post-socialist countries. The authors revealed that the main leaders of ECA support are not presented by post-socialist countries despite the fact that the majority of these countries belong to advanced economies. 8 post-socialist countries were the basis for conducted analysis of trade development as the result of which the level of advancement of different trade indicators of each country was determined. The leaders and outsiders of trade development according to Global Enabling Trade Index methodology were identified. It was defined that direct dependence between the level of trade development in the country and export-oriented business support by ECA institution exists As the result of research, the authors developed recommendations presented by direct action plan for policymakers which include such activities as underlining key priorities (especially ICT applicability in business) and their corresponding with general EU ones; eliminating existing trade disproportions through the focusing on improvement of supportive infrastructure and operating environment; providing conditions for cooperation of different groups of stakeholders and enhancing financial support of ECA on governmental level. It is also feasible to reorient some regions according to key priorities of trade development respecting regional existing capacities.
