Jakarta Smart City: Developing Five Roles for City 4.0

Abstract:

Smart city puts forward strategic city management by encouraging community participation to support sustainable development to improve life quality of citizens. One of the cities that participates is Jakarta. In January 2019, Jakarta Smart City (JSC) was ranked 47th Smart City Government from 140 cities in the world according to Eden Strategy Institute, the Singapore-based social innovation consultancy. This further encouraged JSC to target Jakarta entering City 4.0 level. City 4.0 is a program that focusing on developing one-stop collaboration platform between government, citizens, academics, and the private sector in sharing data, developing insights, and further improving public services to more precise meet the needs of citizens. There are still many problems in the development of Jakarta so collaboration is an important key. However, competent human resource development is needed so that collaboration can be successful. This study uses a positivist approach using the type of empirical research conducted at JSC. The temporary research finding is that JSC program must be strengthened by developing five distinct roles to support the City 4.0 program that focuses on collaboration, namely network operators, network champions, net-work promoters, creative thinkers and vision keepers. These five roles was developed by Agranoff's idea about networking management.
