Legal and Organizational Aspects of Preparing the State to Act in Crisis Situations

Abstract:

Crisis management begins already during the normal state of monitoring the situation and detecting threats by preparing to counteract them when they occur, including removal of effects and recovery. The system covers all levels of public administration, it has an organizational structure that allows the execution of tasks according to the specific purpose and the phases of crisis management. Particular important in the fight against extraordinary risks to the security of the State is the legal system, which makes it possible to take specific actions in the event of a risk. Hence, the objective of this study is to present the legal and organizational aspects of crisis management in Poland, drawing attention to the role of extraordinary states in, because, as the results of the research shown, there are discrepancies in this area.
