Abstract:
The article is devoted to the analysis of the socio-legal aspects of ensuring the food security of the Russian Federation as one of the most urgent tasks of its national development in modern conditions. The authors have undertaken a comprehensive study of this topic from the standpoint of its fundamental importance for the Russian state and society. It is noted that the current geopolitical situation dictates for Russia the need for increased attention to the factors that form the basis of its national security, and food security is the most important among them. It is emphasized that in the general system of national security of the Russian Federation, food security is the most vulnerable place in view of the fact that most of the territory of Russia belongs to the zone of “risky farming”, and providing the population with food for a long time was based on the possibility of their free acquisition abroad. At the same time, in the fundamental legal act dedicated to national security - the National Security Strategy of the Russian Federation, food security is not identified as a separate type. It is not mentioned among the strategic national priorities listed in the Strategy. However, the Russian legislator considers food security as the most important guarantee for improving the quality of life of citizens and specifies in detail the means by which it should be achieved. Based on this, the authors of the article conclude that the importance of food security as a factor ensuring national sovereignty in modern Russia is realized at the highest state level. In support of this conclusion, the authors indicate a large number of legislative and other legal acts of federal and regional importance adopted in the Russian Federation, including program strategic documents.
