Abstract:
Human resources as the basic element of economy development and busyness expansion in Lithuania are becoming more and more significant in the modern knowledge economy because of intensive global competition and fast technological changes. Seeking to compete in this environment successfully, it must be used available knowledge and created new knowledge in the Lithuanian state’s bodies. This article presents the efforts of the Lithuanian municipalities to make the first step improving their inner activities and communication with society. It cannot be known from information technologies as they have necessary features for depolarization of government subjects and society‘s members. Nowadays every country shows its initiative to achieve commonweal implementing and improving e-Government that can be realized in different ways and different levels depending on a wide range of reasons. The important role belongs to EU structural support that gives financial base to begin the revolution era in the Lithuanian managerial level, which is the least open to innovation. The analysis of the Lithuanian municipalities’ Internet sites and reviews of procurement ads shows that general e-Government’s implementation level in the Lithuanian municipalities is about 33 percent and it is expected this rate to increase to 64 percent by 2012.
