Long-term Infrastructure Contracts and Public-Private Partnerships

Abstract:

There is a huge public infrastructure gap in the world. Effective ways of delivering infrastructure projects are desperately needed. Long-term infrastructure contract model/models (LTICs) are one way of delivering infrastructure projects that has gained prominence over the last 3 decades or so and has become the subject of extensive international debate. This debate has mainly focused on the concept of public-private partnership (PPP). Numerous publications and interpretations of this model have appeared. In the EU, the issue has recently assumed particular importance due to the large amount of funding allocated to infrastructure projects as part of the post-Covid 19 recovery programmes. The aim of this publication is to present some conclusions from the ongoing debate on the LTIC/PPP model(s), which the author believes are worth further research and verification. From a methodological point of view, the author adopts the general approach of public governance theory.
