Abstract:
Housing construction is one of the key fund-forming sectors, on which the formation of the national economy largely depends. The proposed article examines the current problems of financing housing construction in Russia from the perspective of its development, emphasizes the social component, specifically the possible availability of housing for the population. The authors identified the main problems in the field of housing construction related to the imperfection of financial mechanisms, the difficulty of attracting investors and low availability of housing for the population due to its high cost. The analysis of sources of financing was carried out and their classification was developed; advantages and disadvantages of the financing methods of housing which are most often used in the Russian practice were defined. The problems of participatory housing provision as the main way of providing housing finance in the regions were considered. Distinctions of the Russian practice of housing finance from the financing system used abroad have been determined. The gradual withdrawal from participatory housing provision and transition to project financing (the least risky option for some buyers) has been justified. The positive and negative consequences of this step were considered and connected with the possible rise in costs of housing in the primary market. A correlation analysis of the market value of housing was carried out and factors affecting its formation were identified using the example of Chelyabinsk region. Moreover, recommendations were developed to reduce the cost of construction as the main factor affecting the formation of housing prices. The forecast of changes in the price of residential real estate was made, which allows taking into account any number of factors that affect the base index.
