Abstract:
The article explores the scientific and theoretical provisions on managing the cadres’ potential of trade enterprises: the nature and methods of evaluating the efficiency of its use. The cadres’ potential of trade enterprises is an aggregate of qualified full-time employees whose professional training and work experience enable them to perform the functions and their competences assigned to them within the framework of the trade enterprise's activities. The components of cadres’ potential, of which professional and physiological qualities are obligatory, are considered. As a result of the researches the existing methods of the analysis of the level of cadres’ potential with improvement of costly, profitable, comparative approaches and personnel audit have been improved. An algorithm is proposed and an assessment of the constituent groups of competencies of cadres’ potential of trade enterprises (personal, professional, instrumental, interpersonal and systemic) is made. The indicators of cadres’ potential diagnostics are analyzed, as well as a number of reasons that hinder the qualitative organization and carrying out of the cadres’ potential diagnostics according to the results of the conducted survey. The conclusions were drawn on the basis of which the outstanding problems in the personnel policy related to: the transformation processes of economic formation and adaptation to the European standards in the personnel sphere were established at the enterprises of Ukraine; preparation of personnel for the needs of the enterprise, type of economic activity, society; mismatch of the system of training and advanced training to the needs of the market; imperfection of the personnel selection system, etc.
