Managing the Adoption of Information Technology Solutions in the Public Sector: Case Studies of Three Institutions in Oman

Abstract:

There are internal and external success factors influencing the adoption process of information technology (IT). The internal factors are generated and controlled by the institution, and the external factors come from the external environment. These success factors need to be assessed frequently to identify any barriers at the various stages of IT adoption. This assessment helps to improve the adoption process and enables the institution to achieve its business objectives. To ease the assessment process, factors are grouped together according to their relevancy and scope. This paper investigates a set of factors focusing on the management of the IT adoption process. These factors are called, in this paper, management success factors. The investigation will consists of three strategic IT solutions adopted in three public sector institutions in Oman. The investigation will help to identify some of the perceived barriers facing the adoption process in public sector institutions.
