Marketability of an Integrated Ticketing System on Van Transport Services in Region 8

Abstract:

This paper deals with the marketability of an integrated-ticketing system for van transport services in Region 8. The idea of integrated-ticketing is to combines manual and online ticketing schemes. Such systems aim to facilitate customers by making the ticketing system as easy and accessible as possible. For over a decade, integrated ticketing has been on the agenda of international transport policy. While technologies are already available, integrated-ticketing has not yet been implemented on a wider scale in Philippines. The implementation of an integrated-ticketing system is a complex process that requires the synchronized activity of heterogeneous actors. Public transport operators and authorities, financial service providers, and telecommunications operators need to work together to combine their products on a single network. Legal and economic aspects also play a decisive role. Stakeholders that are involved in the implementation of an integrated ticketing system need to agree on technical specifications as well as on institutional and governance issues. For this paper, relevant studies have been reviewed in order to provide an overview on technical and non-technical aspects on the integrated-ticketing environment. Such perspective is needed to understand and govern successful pathways towards integrated-ticketing schemes. This paper focuses on the marketability of the system; on the interrelations between different stakeholders; on the factors that might influence their decision to engage in the implementation process and the role of each actor in the systems. A particular focus lies on potential and existing end-users highlighting that end-users are not a homogenous social category and desire different products.
