Methodological Approach to Assessing the Effectiveness of Cluster Interaction in the Field of Rural Services

Abstract:

 The article substantiates the need to develop a methodology for assessing the effectiveness of cluster interaction using housing and communal services as an example. The relevance of the study is obvious, since the creation of clusters in this area will improve the quality of services in rural areas, and assessing the effectiveness of the cluster’s activity will develop a mechanism for its optimal management. Based on the analysis of domestic and foreign experience, it is concluded that it is advisable to evaluate the synergistic effects arising from the functioning of the cluster. The use of the Harrington desirability function and the method of pairwise comparisons of alternatives for calculating the cluster state index is proposed. Conclusions are made about the appropriateness of applying the cluster functioning efficiency index in assessing cluster interactions.
