Abstract:

State regulation of the housing sector based on achieving a balanced housing policy by the development and implementation of an assessment of the quality and comfort of living in new buildings is considered in this article. The proposed methodology for assessing the quality and comfort of living offers the possibility to determine the targets and indicators for the urban environment and the rating of residential complexes at the global level. The methodology is also used for improving quality levels of housing construction in general. The implementation of this methodology is possible using the functioning of the digital platform of scenario planning and forecasting.
