Methodology of Analysis of Factors in the Macroenvironment of the Reproduction System for Rural Areas

Abstract:

In the Russian Federation, the number of rural settlements is decreasing, the number of villages without residents is increasing. This is primarily due to the specifics of agricultural labor, as well as to wages in the agricultural sector (according to experts, it is no more than 60% of the level in industry), as well as factors such as low social infrastructure, lack of institutional market infrastructure, etc. An important problem from the point of view of sustainable reproduction of rural personnel is the outflow of youth. To ensure staffing needs, a mechanism for sustainable reproduction of agricultural personnel is needed. The macroenvironment factors have a significant effect on the nature of the processes of reproduction of personnel, since it is they who largely determine the conditions for decision making by the participants of the reproduction process. The purpose of this article is to develop a methodology for the analysis and systematization of factors in the macroenvironment of reproduction of personnel. The study uses the methods of STEP-analysis and STEEPLE-analysis. The result of the article is the identification, justification and systematization of factors in the macroenvironment that affect the reproduction of personnel in rural areas.
