Abstract:
The paper suggests conceptual foundations of the support provided to service sector enterprises by regional administrations based on evaluation of enterprises’ and sub-industries’ maturity given cyclic regularities of their development. A basic scheme has been developed for organizing targeted support of sub-industries and enterprises in service sector depending on the priorities of regional socioeconomic development, development cycle stage, level of enterprise maturity and criterion of support. A procedure has been developed to identify the development stage of a tendering enterprise. Contradictions have been revealed between the objectives, resources and structure of the economic system, which makes it possible to classify problem situations in management and trends for their solutions. Development levels have been defined and compared for individual sub-industries of the service sector in the system of regional economy based on focus-groups of enterprises in sub-industries, included in the entrepreneurship targeted support program in the region (as of years 2012-2014), leadership periods in the sub-industry have been established. The need has been justified to use the obtained estimates for elaborating a targeted support program for service sector enterprises in the regional economic system.
