Methodology of the Electronic Government Evaluation of the European Union Countries based on Taksonometric Method

Abstract:

The article explains the current issue of developing e-governance in the countries of the European Union (EU) and assesses the country's readiness for e-government at the global and national levels. The purpose of the article is to synthesize e-government assessment methodologies used in public administration to determine the opportunities and prospects for the e-government introduction in the EU countries. The research substantiates the choice of e-government and e-governance indexes and identifies the algorithm of proceeding to assess the European Union's e-government on the basis of defined indicators (Networked Readiness Index, Online Service Index, E-Government Development Index, ICT Development Index, E-Participation Index, Global Cybersecurity Index). Based on the grouping of key vectors of e-government functioning (available infrastructure, availability of services, management efficiency, information security), a methodology for carrying out the EU ranking procedure by taxonomic method has been developed. The article proposes a methodology that allows conducting an evaluation and comparative analysis of the EU e-government. As a result of the received data, a comparative assessment of the e-government of the EU countries has been conducted and the main directions of the state policy have been determined.
