Abstract:
Information-Communications Systems consist three core categories: information (content), communication mechanism (currently dominated by Internet), and services (data/information processing, content delivery, etc.). They were changing over time but the milestone is presented with the cloud computing. Cloud computing brings possibilities for delegated processing distinguished from traditional distributed data processing that was the predecessor to the informationcommunications systems development. New forms of information processing and content delivery, stipulated by cloud computing, open the new ways into new services. This process is also contextually accompanied with new form of political and social issues of cloud computing making some electronic democracy postulates not only possible but also manageable. These notions are presented in this text followed by the paths for the new research in the field. Some conceptual issues are shown in order to introduce novelty in the field of data processing management architecture most dealing with the delegation models and procedures. At the same time, the idea is to distinguish distributed processing model from the grid and cloud semantic architectures introducing delegated processing as the platform that should incorporate the most acceptable elements from the grid and cloud computing, providing business community with the new information processing paradigm. Delegated information processing comprises also a complexity of security and privacy issues, which are presented in a way that stimulates further research in this field.
