Modern and Promising Vectors of State Policy in the Coastal Territories of Russia: Opportunities and Risks in the Context of Cross-Border Interaction

Abstract:

In the post-Soviet period, the coastal regions of Russia have become areas for the growth of marine activities and the development of cross-border relations. However, the issue of forming a state policy of regional development, focused on using the advantages of the transboundary position of coastal territories, and on preventing the risks of such a situation remains relevant. The article analyzes the maritime economic complex of Russia, the development of coastal regions and the mechanisms for stimulating their development.

Structural analysis of regional development and institutional analysis were used as methods of analysis. The structuring of the advantages and risks of the cross-border position for the formation of sectoral policy, a model for accounting for the balance of domestic and cross-border development factors is proposed.

The differences in the economic situation of the coastal regions - the growth leaders from the regions - recipients of federal aid, have been revealed. Analysis of sectoral development programs and economic development regimes in special zones made it possible to establish that such regimes as "territories of advanced development" and (in the Far East) - the "Free Port of Vladivostok" regime are developing most actively. Taking into account the potential of cross-border interaction, a system of modernization of regional policy is proposed in order to orient such a policy towards using the advantages and leveling the risks of cross-border interaction in coastal regions, to ensure the transfer of the benefits of such a situation to the inner regions.
