Modern Concepts of the Quality Management System in Higher Education: Russian Practice and International Experience

Abstract:

The relevance of the study topic is due to the need to look for the optimal model of the quality management system of higher education, which must meet the request of the consumer of educational services and the expectations of the employer. The combination of these components should ensure the effective management of the educational institution, the creative process of education and the reproduction of scientific educational potential. Using the methods of dialectic learning, comparative study, analysis, synthesis and extrapolation, the authors evaluate the evolution, goals and practice of quality management in higher education institutions, the most significant in the global educational space, as well as universities of the countries of the Near Abroad of the Russian Federation who received positive and negative experience in implementing assessment systems of education quality. The most effective models are identified. Conclusions are drawn about the need for a combination of consistency and targeting in defining a model for assessing the quality of higher education. Also there are recommendations on the implementation of the quality management system of education in Russian universities, ranked according to goal setting.
