Abstract:

The current state and problems of private initiative development in the field of state projects financed by the public-private partnership mechanism (PPP) in the Russian economy have been examined in the paper. The research was focused on the study of economic and legal relations and the problems of implementing the PPP mechanism in financing the construction and reconstruction of regional infrastructure in the Russian Federation. On the basis of the research literature and regulatory framework analysis we have identified the problems, which hinder successful application of the private initiative mechanism in the Russian Federation. Taking into account international experience, recommendations for their solution have been offered. The authors have provided rationale for the application of the infrastructure mortgage mechanism in financing the construction of public infrastructure facilities.
