Abstract:

The financing instability of the cultural establishments, its dependence on external factors forces the state and authorities to seek and implement new forms of support for cultural activities. Charity already operates in practice, although its share in the financing of theaters, museums, libraries, concert organizations, entertainment institutions is not large and ranges from 0.6% (libraries) to 5.0% (children's art schools). There are 120 thousand cultural heritage sites in Russia, of which only 15 percent are in satisfactory condition. A new mechanism for financing cultural institutions, such as public-private partnership, looks very promising.
