Modernization of Social Management System at Consolidated District Level in a Climate of Decentralization Reform in Ukraine

Abstract:

The article considers the challenges of social management system emerging within the context of decentralization reform in Ukraine.  This study is aimed at justification and prioritization of management functions and expertise at consolidated district level. A new administration modeling is proposed; it includes the introduction of management system of social sectors at intermediate district level, in particular health care and education. The model relies on communities’ cooperation while preserving the leading role of district executives. 

The objective of the study: To demonstrate and justify the main parameters of social management model proposed at consolidated district level in the form of District Municipal Corporation (DMC).

To resolve the tasks set in the study theoretical research methods (analysis and synthesis) are used to justify theoretical provisions and practical recommendations, comparative method is applied to compare foreign countries’ experience, as well as method of extrapolation and modeling are employed.
