Modernization Of The Personnel Management System On The Basis Of A Context-Competence Approach

Abstract:

The article examines the methodological issues of improving the personnel management system of services enterprises. It is indicated that in modern conditions, one of the main factors of the successful operation of the enterprise management system of various activities is the development of personnel. Insufficient study of this issue and the necessity of creation of the effective personnel management system, the search of organizational reserves for the services enterprises efficiency growth in competitive environment determine the relevance and purpose of the study. It is established that the success of economic activity of service enterprises depends on the competence and ability of staff to absorb new knowledge and information, and further apply them in the workplace.

The study resulted in developing of a mathematical model, allowing to estimate efficiency of measures on modernization of personnel management system at the services companies, based on the context-competence approach.

The proposed model allows to comprehensively assess the effect of implementation of the modernized personnel management system on the basis of the context-competence approach. The four-factor deterministic multiplicative model can also be used for the purpose of assessing the impact of each of the selected factors on the change of the resulting indicator. This allows to identify bottlenecks and to develop, subject to specified, specific steps to improve the efficiency of the staff.
