Moroccan local authorities Risk management: Contributions of the new organic laws

Abstract:

Within new organic laws, Moroccan local authorities have seen their fields of intervention broadened by integrating diverse activities related to economic, social and cultural aspects while involving multiple actors: citizen, staff, elected officials and regulatory authorities. This makes local authorities fertile ground for risk. The aim of this paper is to highlight the contributions of the new organic laws related to risks and their management. In this order, a review of the state of the art was carried out. Results show, in the absence of a global approach to risk management, these laws cover only a few specific risks and focus on certain aspects of risk management as crisis prevention.
