Municipal Power in Land Resources Management: Modern Russian and Foreign Experience

Abstract:

local government is an integral part of a democratic society. Municipal power plays an important managerial role, the distribution of resources of the local community. On the one hand, municipal authorities are closest to the territory and the population, they know the peculiarities and specifics, including the land resources of the territory and the needs of people, on the other hand, they are entrusted with greater responsibility for choosing legal, economic, social and political mechanisms of governance. Russia is characterized by the evolution of local government by analogy with the countries of Eastern Europe, which is due to their common post-socialist countries with common, in the past, approaches to state and municipal government. In comparing the European and Russian experience of managing land resources through local government, the difference in cultural-historical and mental prerequisites can be traced. The solution of economic and economic issues is influenced by low civic activity and involvement of the population in local government, which significantly reduces the effectiveness of this management in terms of territorial development, reduces the opportunities for compliance with the principles of transparency and openness
