New Development Formats of Integration Cooperation: Effects and Factors of Partnership (The Case of the EAEU-Vietnam Free Trade Area)

Abstract:

The article investigates the modification and transformation of the structural elements of international economic integration in the modern context of intensification of multi-format integration cooperation. There have been revealed the transformation features of frameworks, conditions, motivation, principles and trends of integration with regard to the global best practices. Special attention has been paid to the creation features of the intermediate integration formats, in particular FTA+ and FTA on the WTO+ terms. By the example of the Free Trade Area of the Eurasian Economic Union (EAEU) states and the Socialist Republic of Vietnam (SRV), it has been proved that the factors combination affects the participation in an integration association: the mutual trade volume, the degree of complementary dependence of economies, geographic proximity. The bigger the role of these factors, the greater the effect of trade creation the member states get. Using the system of indices (intensity index of trade flows, coefficient of trade and economic cohesion, complementarity index), there has been carried out quantitative assessment of trade effects from creation of an intermediate format of Eurasian integration, i.e. the Free Trade Area between the EAEU and Vietnam on the WTO+ terms. In conclusion, based on the index assessment of the degree and intensity of the EAEU-Vietnam economic cooperation, problem points in the development of Eurasian integration have been identified.
