Abstract:
Research objective is assessment of the Federal law "On the Basics of Public Control in the Russian Federation" regarding legal regulation of subjects of public control. The spectrum of these subjects in the law isn't ideal; there are contradictions in consolidation of such participants as citizens and public associations. Research problems include the analysis of the list of public control subjects and their legal status, enshrined in the present law; identification of problematic issues in this sphere; search and justification of additional subjects of public control. Results of the research include critical evaluation of the acting subjects of public control, their classification, consolidation in the law. It has been revealed that such subjects of public control, as citizens and public associations do not meet the current needs of civil society. The substantiation of the need to expand the list of basic and derivative subjects of public control has become one point of conclusion. The practical importance of the research is in the fact, that it creates legal conditions for inclusion new subjects into public control, expanding possibilities of civil participation in supervision activity over governance. In general, the clarification of the place of the current participants in public control is also of practical value, which contributes to an in-depth understanding of their rights, obligations, restrictions.
