Online Education in Developing Countries: A Comparative Analysis of the Development of the Sector in Russia, China and Brazil

Abstract:

The purpose of the study is to analyze the conditions for the development of the online education sector as the basis of the digital economy in rapidly developing countries (Russia, China, Brazil), as well as to assess its current state and growth prospects. The authors identified the advantages of online education in comparison with traditional education forms, also revealed the specifics of the development of online education in Russia, China and Brazil. The authors determined that China is the leader in the field of online education among the countries studied, and it is ahead of the world's leading countries in the development of certain segments of the online education sector. Russia shows a steady growth of online educational platforms and online higher education programs, however, the country faces a number of problems in terms of institutional, technical, personnel and methodological support. Brazil is characterized by rapid growth of online education in the higher education system (due to the removal of institutional restrictions and affordability), the share of students enrolled in online programs has reached almost 30% of the total number of students, while the number of applicants is also increasing. It is concluded that the development of online education in developing countries can be a tool for forming the intellectual basis of the digital economy.
