Russia shows a steady growth of online educational platforms and online higher education programs, however, the country faces a number of problems in terms of institutional, technical, personnel and methodological support. Brazil is characterized by rapid growth of online education in the higher education system (due to the removal of institutional restrictions and affordability), the share of students enrolled in online programs has reached almost 30% of the total number of students, while the number of applicants is also increasing. It is concluded that the development of online education in developing countries can be a tool for forming the intellectual basis of the digital economy.
