Abstract:

Being based on the analysis of the extensive material concerning features of development of the states which are located in different parts of the world with essential differentiations of economic and social situation of certain regions, authors prove need of account of differences in perception by the different regions population of degree of importance and significance of these or those purposes of development when forming regional policy in such states. Authors coordinate priority of the purposes of the concrete region development to needs which are dominating for most of inhabitants of this region and which can be identified with a certain degree of convention with application of the personality motivation theory. An important consequence of distinctions for development, as shown authors, is need of application concerning different regions of different methods and mechanisms of the regional policy realized by the central state bodies. The example of stratification of regional policy in Russia on the basis of the approaches developed by authors is given as an example in article.
