Abstract:

The article in framework of state development support of national innovation clusters (NICs) – corresponding national innovation program participants – considers issues of used resources effectiveness rise with organizationally-economic measures realization. Therefore, it suggests conceptual scheme of multistep hierarchic organizing money means distribution on NICs, participating national innovation program. It elaborates optimization task of national innovation program money means distribution between NICs-participants. On this task basis it suggests algorithm of step-by-step centralized state support fund investments distribution between corresponding national innovation program NICs-participants. With elaborated mechanism it presents practice formed task realization results in particular case. Taking into account impacts of internal and external environment factors, innovation processes management system improvement managerial and organizationally-economic mechanisms in industrial complexes allows detalizing innovation development aim destination, optimizing production costs of economic system innovation activity economic result. It defines basic industrial complexes innovation development state support system effectiveness rise destinations, which realization allows raising branch and local industrial complex innovators activity effectiveness.
