Organizational and Financial Mechanisms for Ensuring Employment of Citizens in Conditions of an Increase in Retirement Age

Abstract:

An analysis was done on the income and employment levels for pre-retirement and retirement aged citizens and the statistical data on structural employment, while job vacancy ads, foreign experience in providing a high standard of living and employment to senior citizens, existing methods for retraining and raising the qualifications of senior citizens, and means for creating additional jobs for them were studied. Based on this information, recommendations for improving the organizational and financial mechanisms for providing a decent standard of living for senior citizen were developed to motivate employment services and employers to use flexible employment options, retraining programs, self-employment, along with expand the annual reach of pre-retirement aged persons in the government program on increasing qualifications for pre-retirement age citizens, introduce in Russia a system of training in finance and reasonable budget planning at the pre-retirement stage of life, and break the trend of retirees being primarily employed in jobs that require low qualifications and wages.
