Organizational and Financial Mechanisms for Promoting the Employment of Senior Citizens in the Service Sector

Abstract:

The income level of workers and the present deficit in labor resources in a number of industries in the service sector were analyzed using statistical data on structural employment and by studying job vacancy advertisements and the experience of other countries in providing a high standard of living and employment for senior citizens, as well as by using methods for training senior citizens and means for creating jobs for them. Recommendations were made for improving the form of job offers in the service sector, increasing the income level of the majority of senior citizens able to work, providing a decent standard of living for the elderly, along with ways of encouraging them to work, including by motivating employers in the service sector and by using diverse and flexible employment options, retraining programs, and self-employment in the service sector based on licensing.
