Particularities in Attracting and Managing European Community Funds in Romania and Bulgaria

Abstract:

The potential challenges regarding the access to the structural and cohesion funds regard the capacity of the institutional and administrative structures to manage these funds, to improve the physical and human capital needed to utilize the funds, of the possibilities of the central and local authorities and regional partners to participate in co financing the project that benefit from financing through accessing different private or public sources.

The impact of the global economic recession, the restrictions in public financing at a national or local level, the delays in approving the EU budget and other few problems are considered by the member states as obstacles in running the Structural European Funds Programs.
